BUILDINGS AND GROUNDS COMMITTEE CHARTER

CHARGE:
The Buildings and Grounds Committee is a standing committee of the Board
of Directors of the Cypress Landing Master Homeowners Association.
The committee will advise and report on any actions taken [is an advisory
committee] to the Board of Directors on all matters concerning the
physical improvement and maintenance of the physical structures and common
property owned by the Cypress Landing Master Homeowners Association and
any other projects as directed by the Board of Directors. These projects
can include, but are not limited to:
* Management of the community-wide storm water drainage system;
* Communications with local utilities regarding community infrastructures;
* Co-ordination of work with other Cypress Landing standing committees;
* Annual mowing and clearing of dead trees from unoccupied lots; and,
* Periodic cutting of the designated “wet lands”.
STRUCTURE:
The Board of Directors of the Cypress Landing Master Homeowners
Association (“the Board”) appoints the members of the Committee for
three-year terms upon the recommendation of the Committee. So as to
provide a timely transition of members and the election of officers, new
members shall be appointed in November.
The number of committee members can vary depending on the needs of the
committee.
The Committee elects the Chair of the Committee and other officers.
The Committee will meet monthly and in special session as needed.
FUNCTION:
The Chair of the Committee (or representative) will attend the monthly
meetings of the Board.
The Committee will forward to the Board minutes of all regular and special
meetings.
The Committee will consult with the Community Association Manager (CAM)
and the Maintenance Technician in the preparation and execution of the
annual budget request for the maintenance, repair and improvement of the
physical structures and common property.
Requests or concerns regarding the physical structures or common property
will come from or through the Board as well as through the CAM from
individual property owners. The Committee will investigate the
requests/concerns; take appropriate actions if funding has been approved.
If funding has not been approved, the Committee will make recommendations
to the Board and proceed as directed by the Board. In addition, the
committee will recommend changes and/or additions to community policy,
where deemed to be in the best interest of Cypress Landing.
In conjunction with the CAM and the Maintenance Technician, the Committee
will monitor the preventive maintenance and the general conditions of the
physical structure and common property and take appropriate actions to
correct any deficiencies noted. These actions may include, but are not
limited to:
* Assist the CAM with the direction of any work required.
* Soliciting for and/or hiring a contractor to do the work; and,
* Soliciting volunteers to do the work.
In conjunction with the CAM, the Committee will develop all Requests for
Proposals (RFP's) and contracts for out-sourced functions related to the
physical structures and the common property.
In conjunction with the CAM, the Committee will secure and maintain
blueprint and record files concerning physical structures and common
property.
