MINUTES OF THE APRIL 9, 2008 MEETING

Minutes of the March 12, 2008 meeting were accepted by the members
without any additions / deletions.
Expenses and Budget Report: Jerry Collins (Financial Liaison-absent)
In the absence of Jerry Collins, no formal report was given. John Reiner
advised we are under budget YTD.
Buildings, Storage Lots – Bill Ramsden/Bill Gilfillen(absent)
Bay Club Main HVAC System: Jerry Harris is looking for a firm that is
both capable and reasonable to resolve problems with the Bay Club HVAC
system. We were hoping Marie Peeden of the Wooten Company would be a
candidate, but Jerry has been advised she is leaving Wooten, apparently
to start her own business. It was suggested we ask the Wooten Company
for possible references of HVAC companies.
Bay Club Sidewalk Lights Project: John Reiner advised that the quote
from Lighting By Design (LBD) for 24 lights (8 up- lights plus 16 post
lights) is $4200 versus budget of $4000. Tomi Moody has checked with
other firms and advised that the fixture costs from LBD are competitive.
The budget of $4000 was based on post lights, which are less expensive
than the up-lights. The HOA Board will have to approve the added cost if
we want to accept the LBD proposal.
Results of Building Inspections: Bill Ramsden submitted a written
report. Basically, there are no major problems, just a few minor
problems. There are no gutters at the back of the Fitness Center. Water
off the roof has been splashing on the double doors causing them to rot.
Bill recommends we replace them with fiberglass doors, including the
jambs, and have gutters installed on the back. Bill also recommended we
consider making the Bay Club Marina porch a three-season porch sometime
in the future. .
Storage Lot B Swale Repair: Jerry Harris advised repair of the swale in
storage lot B was completed with the assistance of eight volunteers.
Total cost was $1468.
Landscaping & Services – Kay Graham
Woody Plant Refurbishment: The azaleas along the parking lot apron next
to the Bay Club are stressed from people walking through the area when
going to the HOA and Marina offices. Kay advised that for $100 they can
be replaced with plants that will hold up better, and will advise the
HOA of plans to do so.
Landscape Contract: The contract with Landscaping Unlimited (LU) is now
in place. Barry Barwatt advised he is not convinced LU is pruning the
crepe myrtles properly. He also questioned the need to do any pruning.
Kay feels they need to be pruned and that they are being pruned
correctly, and provided reasons why she feels that way.
Indian Hawthorne Removal: There was significant discussion on the pros
and cons of removing every Indian Hawthorne shrub, or every other one.
Resulting vote of those present was to remove every other one, cutting
them to the ground with loppers, applying “brush kill” on the lopped
branches to kill the roots.
Greening & Beautification: Dan Bergbauer distributed a handout that
offered cost estimates for some of the greening projects recently
introduced. Total cost is estimated at $5000 with annual maintenance
estimated at $700. Total man-hours is estimated at 160 hours. A fully
itemized plan is to be completed with cost estimates where possible, and
in order of priority. It is then to be submitted to the committee for
the members review and comments, and once agreed upon, presented to the
HOA board.
Tree Removal: Dave Wheelock agreed to lead a work party to bring down
the dead and diseased poplar trees on Potomac Drive by the Bay Club
parking lot. The projected date is mid-May.
Storm Water System – Jeff Sutton/John Reiner
ACC/B&G Inspections: John Kovaly advised there were two inspections in
the last month. He also advised that Eddie White (Integrated
Construction) is now required to be present at future inspections of
homes he is building.
Ponds: Tomi advised there are no current issues with the ponds or
fountains.
Roadway Acceptance – Jeff Sutton
Continues as a work in progress.
Chocowinity Sewer Expansion: – Jim Rudbeck/Dan Bergbauer
The HOA has scheduled a meeting here on April 22 with the mayor of
Chocowinity to hopefully learn details of plans to increase the town’s
sewer capacity, and any possible impact it may have on Cypress Landing.
It was agreed that B&G should provide guidance to the HOA Board on
relevant questions to ask. John Reiner subsequently made a motion that
the B&G Committee recommends to the HOA Board that they engage legal
council to review the existing sewer agreement between Weyerhaeuser and
Chocowinity, and to ascertain Cypress Landing’s overall situation under
the agreement in order to protect our interests as they relate to the
proposed sewer expansion project by the Town of Chocowinity. The motion
passed with no objections by any present.
CAM Update – Tomi Moody
Wetlands Cutting: Tomi advised she is still trying to set up a meeting
with the 14 lot owners who have wetlands on their properties. Dan
Bergbauer suggested a meeting be set up with all lot owners with
riparian buffers.
Storage Lots: Tomi advised two more spaces have become available,
leaving two on the waiting list, both of which are upgrades.
Records: Tomi advised she is continuing to try and locate records for
road certifications.
Pollard HVAC: Tomi will set up a meeting with Pollard on our HVAC issues
now that Kay is available.
Work Projects
Sink Hole Repair: John Reiner advised that repair of the sink hole
between Fairview and Fair Oaks will be Wednesday, April 23, weather and
conditions permitting. He will send out an email with details.
Storm Water System Inspection: John Reiner has scheduled a work party
for Friday, April 18 at 9:00am for the semi-annual inspection of the
Cypress Landing basins, ponds and dams.
Sidewalk Repair Proposal: Jerry Harris previously agreed to head the
work party for repair of the 18 locations where sidewalk pavement has
settled or raised up. He presented a handout sketch showing repair of a
typical section. Total cost is estimated at $1200, including $700 to
Raul for cutting and removing the 18 sections of sidewalk that are
typically 12-24 inches long across the entire width. A two day work
party is scheduled for April 16 & 17. On day one yellow warning tape
will be put around the work sites, with concrete forms and rebar
installed after the affected areas are cut and removed. On day two the
concrete will be delivered and poured. Tomi will advise community
residents with an email.
Removal of Indian Hawthornes: Kay will schedule for May.
Removal of Tulip Poplar Trees: Dave Wheelock will schedule for mid-May.
Pruning Trees and Shrubs: Kay advised she plans to propose to the HOA
Board that a group be formed to do the greenery work that is
currently not under our contract with LU. Her plan is to send out an
email asking for volunteers.
